A STRUCTURED PATH TO REGULATORY READINESS

Support through the
five certification phases.

For authorities using a five-phase certification process, we help you prepare each submission and demonstration. The exact pathway, sequence and requirements depend on the approval sought and the responsible authority.

  1. 01

    Pre-application

Define the operation, understand eligibility and scope, identify key personnel and prepare for the initial authority discussion.

Outputs: readiness review, document list and project roadmap.
  2. 02

    Formal application

Organise the application package, compliance statements, manuals, supporting records and proposed schedule of events.

Outputs: coordinated application pack and submission tracker.
  3. 03

    Document evaluation

Support manual reviews, requirement mapping, revision control and clear responses to the authority’s observations.

Outputs: controlled revisions and an evidence-backed response register.
  4. 04

    Demonstration & inspection

Prepare personnel, facilities, records and operational demonstrations. Use readiness audits to identify issues before inspection.

Outputs: inspection-readiness checklist and corrective-action support.
  5. 05

    Certification & continued compliance

Support final issue closure and the transition to ongoing surveillance, change control and renewal planning.

Outputs: continuing compliance plan and oversight calendar.

Modora provides preparation and advisory support. Certificates, licences, approval variations and IOSA registration remain subject to the relevant authority or programme owner’s assessment and decision.

THE RIGHT DISCIPLINE FOR YOUR AUDIT

Ask for field-specific
audit support.

Tell us your operational scope, audit criteria, location and deadline. We scope the assignment and confirm suitable expertise, availability and independence before agreeing the engagement.

Flight operations

Operational control, dispatch, crew procedures and training records.

Maintenance & airworthiness

Maintenance procedures, technical records and approval-scope compliance.

Ground operations

Handling procedures, station oversight and service-provider interfaces.

Cabin operations

Cabin safety procedures, equipment checks and crew training evidence.

Training organisations

Training delivery, instructor records, student files and examination control.

Document control

Manual governance, current revisions, distribution and acknowledgements.

Readiness and consultancy audits do not replace an official regulatory inspection or an official IOSA or ISAGO audit. Where we have helped design a system, auditor independence is addressed when scoping assurance work.

PHYSICAL & ONLINE LEARNING

Training that connects
knowledge to daily work.

Choose a focused workshop or a programme built around your team. Sessions can use your own procedures and realistic aviation scenarios, with exercises, knowledge checks and practical follow-up actions.

Course scope, instructor suitability and any required operator or authority acceptance are confirmed before delivery. Licence conversion requirements are determined by the receiving authority; guidance does not guarantee conversion or exam exemptions.

STANDARDS & AUTHORITIES

BEFORE WE BEGIN

Your questions, answered.

Can you support an airline, ATO or AMO outside Uganda?

We welcome enquiries from across Africa. Remote preparation and on-site support are scoped according to your country, approval, available expertise and travel needs.

Can we engage an external auditor for one specialist area?

Yes. An assignment can focus on one operational discipline, a station, a service provider or a defined readiness review. Share the criteria and scope so the appropriate expertise can be confirmed.

Do you help with initial approvals and later inclusions?

We support both initial application preparation and proposed changes, such as aircraft inclusions, additional activities or approval-scope variations, subject to the applicable authority’s process.

Can you write our manuals and develop safety forms?

Yes. Work can include manual development or review, document-control procedures, hazard and occurrence-reporting forms, risk-assessment templates and corrective-action records. Your nominated personnel retain responsibility for approving and implementing company procedures.

LET’S DEFINE YOUR NEXT STEP
